I wrote this song alone . . . some of it in my apartment, some in my car, wherever I was . . . and some of it while I was doing temp work (or I suppose, more accurately when I WASN'T doing temp work . . .)   I can remember sitting at a desk in one of the offices at TSU while I worked out the lyrics to the chorus of this tune.  There is no real-life specific "Ruby", but she certainly reminds me of some of the characters that I've met out in the honky-tonks. 
One of my favorite places while I was in California was the "Cowboy Palace" in Chatsworth, CA . . .
(it's been used as a 'honky-tonk location' in a lot of movies).   I borrowed part of the name for this
fictional locale.  She might have also been at Cousin's, The Longhorn, the BanDar, or a few other of my favorite California honky-tonks back before I moved to Nashville.
